A Culpeper man was arrested Saturday night after he became disorderly while police were investigating a noise complaint. Culpeper police Officer Lee B. Rees responded to the complaint and found three men standing near a car with its trunk open on Monticello Avenue. One man told Rees the trio was working on the vehicle's sound system and asked the officer to leave. According to the police report, Rees asked the group several times to stop the noise. When they refused, he issued a citation to 29-year-old Shelton S. Washington. Meanwhile, the other men began making racial slurs toward the officer, saying he was asking them to stop the noise "because they were black," the officer's report says. One of the men, Tremel Washington, allegedly became so disorderly that backup Officer Charles Lowman threatened to use pepper spray. "Go ahead and spray me!" Washington is quoted in the police report as telling the officer. After three attempts to quiet the suspect, Lowman used the spray, which had no apparent effect. "Spray me again! I like it," Washington is alleged to have said. He was sprayed a second time, again with no apparent effect. Washington was then arrested and charged with disorderly conduct. He was released on $2,000 unsecured bond. --Donnie Johnston
