RICHMOND - If you plan to vote next month on bond issues to raise cash for state parks and colleges, sales tax increases in Hampton Roads and northern Virginia to improve transportation and several races for Congress, you have to register by Monday. Virginia residents have a choice of registering at Department of Motor Vehicles offices before they close on Monday or registering by mail as long as their letters to voter registrars are postmarked Monday, said Cameron Quinn, secretary of the State Board of Elections. Mail registrants can download forms from the board’s Web site, http://www.sbe.state.va.us. The site also provides addresses where the completed forms should be sent, Quinn said. The bond issues appear on the ballot statewide, as does Sen. John W. Warner, a Republican seeking his fifth consecutive term with no Democratic Party opponent. Democrats and Republicans are battling for seats in the 5th, 7th, 8th, 9th and 10th Congressional Districts.
