One local Democrat offer opinion on gubernatorial candidate Tim Kaine. Date published: 3/29/2005 While gubernatorial candidate Tim Kaine is stumping his new tax relief proposal, local governments are taking a closer look. Stafford Supervisor and Chairman Gary Pash says Kaine's tax relief proposal will fully fund public schools, something the state hasn't done in a long time. Instead of the state short changing local governments to pick up the costs, which Pash says will be very helpful and he fully supports. But Pash is concerned with Kaine's 20 percent exemption on home value, which he says is just a band aid to the problem not a solution. Tim Kaine is proposing to exempt up to 20-percent of the assessed value on homes and farms. Pash says Kaine's plan may not suit one of the fatest growing Counties in the state.
