I read Norris Dickard's op-ed with interest ["Eminent domain might help save Crow's Nest from development," July 17]. I also believe the Stafford Board of Supervisors should use its power of eminent domain to acquire the Crow's Nest peninsula. Eminent domain is the appropriate procedure for the acquisition of this property. The issue of taking for "public purpose" is met for its use as a nature park and preservation of its unique ecology for the posterity of the residents of the county. No people would be displaced, as it is undeveloped and in its natural state. The issue of "just compensation" would be decided by commissioners appointed by the court or a jury selected by the court. The commissioners would be residents and landowners in Stafford County. The jurors would be residents of Stafford County. Just compensation is the fair market value of the real estate in its present reasonable use and not for any speculative use. The county attorney's office would not likely have the time to undertake this. Capable eminent-domain attorneys are available as outside counsel should the board desire. I urge the county to use this method to acquire Crow's Nest for the future of its residents. You'd be glad you did. Paul T. Scott Stafford
