American flag at half-staff? Others ought to be, also

During this time of national mourning for President Ford, it is necessary to re-educate some government agencies and businesses about proper flag etiquette.

When the American flag is flown at half-staff, no other flag shall be displayed above it.

In other words, when the American flag is at half-staff, all other flags that may be displayed with it shall also be at half-staff.
