In Charlotte County, a Longwood University student from Fredericksburg was charged after a pedestrian was hit and killed on U.S. 15 Saturday night. Lucy Taylor Hedelt, 19, is charged with aggravated manslaughter, felony hit-and-run, driving under the influence, possession of drug paraphernalia and possession of marijuana. State Police Sgt. David O. Cooper said Vincent Jamaal Winn, 29, was walking on the side of the road, when he was struck by a car that swerved across the road. He died at the scene. Cooper said troopers followed a trail of fluid from where Winn was hit to a car parked on a side road and found Hedelt and a 20-year-old woman walking from the vehicle.

Honestly its very sad this young lady killed a young man who had a lot to live for. People have got to start being more responsible it is illegal and dangerous to drive under the influence.
ve been getting tough on drunk drivers for 25 years now. Aggravated Manslaughter is a very serious charge. This young woman is facing a long prison sentence.
It is sad that we read on a daily basis it seems of another victim of a drunk driver. In this case a 29 year old minding his own business just walking lost his life. When are we going to take a real stand against drunk driving? Why does someone have to die before it is a felony? One third of all fatal crashes in the U.S. involve alcohol. That tells me that we need to get tough on drunk drivers.
