An area developer is hoping to add 526 homes to Caroline County, just north of an existing subdivision off State Route 207.
After withdrawing a similar application two years ago, developer Frank Sealy is asking the county to rezone 186 acres for planned residential use in the Mattaponi District.
Sealy's proposed Belmont North subdivision would be next to the Belmont subdivision at Carmel Church. The property is currently zoned rural preservation.
Planning and Community Development Director Michael Finchum said the Planning Commission recently recommended approval of the rezoning to the Board of Supervisors, which has final say.
A county staff report for the proposal says the property lies in the comprehensive plan's Carmel Church Community. In addition, the Carmel Church Community Plan "designates this property as suitable for planned residential development."
The report also says Sealy's property is surrounded by land zoned for rural preservation, with the exception of the Belmont subdivision.
Sealy's plan calls for mostly single-family homes, but also includes townhouses, villas and age-restricted villas. He is proffering to install county water and sewer service.
Among his other proffers, Sealy or a homeowners association for the subdivision would enter a partnership with FREDericksburg Regional Transit to establish bus service to the rail station in Fredericksburg. This would happen after 263 building permits have been issued for homes.
Sealy said Friday that he has been through several economic downturns and is pursuing a rezoning in anticipation of the housing market bouncing back. He said that if his request is approved, he can start work on infrastructure as soon as possible.
Supervisors have scheduled a public hearing on the proposal for July 22.
