coming CONSIGNMENT SHOP TO OPEN ITS DOORS Madeline Ruth, a women's consignment boutique, is expected to open Sept. 5 at 610 Caroline, the former home of Allen & Brown Barber Shop. The boutique will carry clothing from Target to Tory Burch to Diane von Furstenburg, along with occasional vintage pieces, said owner Alicia Austin. Clothing will be accepted by appointment only. ALLSTATE OFFICE GETS NEW HOME Allstate Insurance Co. has opened a new office at 2515 Fall Hill Ave. Owner and operator Stacy Horne had been an Allstate agent in an office on William Street for 17 years, but relocated after buying her new location.
