Dispute over finances prompts Colonial Beach Town Council meeting to discuss legal action against School Board Date published: 11/18/2009
BY FRANK DELANO The Colonial Beach Town Council has called a special meeting tomorrow to discuss possible legal action against the town School Board over financial matters. The meeting, which is slated to be closed to the public, was apparently prompted by a comment Superintendent Donna S. Power made at last week's School Board meeting. Town Council members had been invited to the meeting to discuss school finances, but none of them showed up. At the meeting, Power said she "did not consider it Town Council's business how we were cleaning up our act." Power's comment "has tipped me over the edge," Council member Karen Payne wrote in an e-mail to town officials that was obtained by The Free Lance-Star. "To make a statement that it is 'not Council's business' how they handle their finances demonstrates a serious lack of understanding on the seriousness of the school audit issues," Payne wrote. "Is anyone else as angry as I am?" The meeting notice cites a provision of the Virginia of Freedom of Information Act that permits closed sessions of public bodies to discuss "actual or probable litigation." Council should have used Dr. Power's arrival to the new job as an opportunity to work *with* the School Board. And I agree with Dr. Power; it is not the Council's business HOW they "clean up" the finances. Does it make the Council feel important to always be fighting and in the center of attention. Come on, folks, attend the meetings and work together.
Let's not talk about the fact that if the council discussed this comment via email, they are in violation of having a illegal meeting. They can not discuss town business as a group without a meeting being called through a public notice. Also, if they were so interested about the school finances, why was not one of the members at the school board meeting? They like to gripe, but they are not participating in the meeting, but yet they want full disclosure. Wake up, your council needs to be replaced.
