Police say suspect was subject of city police response 8 times in 24-hour period.

City police spokeswoman Natatia Bledsoe said the eighth call came about 3:30 a.m. at Blackstone Coffee at Eagle Village.
Workers there reported that the suspect was knocking on the glass of a side door while shining a flashlight inside. He told contractors that he was a police officer and was investigating crime on the University of Mary Washington campus, police said.
The man was gone when the real city police arrived, but UMW police reviewed a surveillance camera and saw that the man had entered a stairwell near the rear of the block of businesses. He was taken into custody about 5 a.m. while leaving the stairwell.
Sameer Ladwa, 37, who has no fixed address, was charged with impersonating a police officer and trespassing. He was placed in the Rappahannock Regional Jail under no bond.
Bledsoe said city police had had no contact with Ladwa prior to Wednesday, when they got a call at 5:30 a.m. about a man sleeping in a foyer between two apartments on Rowe Street. Ladwa was simply told to move on.
At 4:20 p.m., Ladwa was arrested for petty larceny after a bicycle was taken from the back of a pickup truck that was parked near Eileen’s Bakery at 1115 Caroline St. An officer recovered the bike a short time later and Ladwa was released on his own recognizance after being charged.
During the next few hours Wednesday, a man believed to be the same person threatened the owner at Gold Benders on Hanover Street, got kicked out of Kentucky Fried Chicken on Hanson Avenue for throwing things around in the bathroom, and got thrown out of Blackstone Coffee for causing a disturbance, police said.
Bledsoe said police did not encounter Ladwa at every incident, but said the description of the suspect convinced them it was the same man.
At 2 a.m. today, Bledsoe said, the man was involved in a disturbance at Hard Times Café. Then at 3:30 a.m., just before the impersonating incident, police investigated a report about the man hanging out near the dorms at Eagle Village.
