Jamal D. Sheperd, 23, of Ruther Glen is charged with distribution of cocaine.
Sheperd's arrest was a result of Operation Impact, a nearly two-year-long undercover drug investigation by the narcotics unit of the Caroline Sheriff's Office.
Lippa said 23 suspects have been arrested as a part of Operation Impact so far.
Tony A. Richards, 34, of Fredericksburg is charged with distribution of marijuana.
Richards was arrested Dec. 28 as a result of an undercover drug sting, Lippa said.
A subsequent search of his vehicle resulted in the seizure of of about $2,000 worth of suspected marijuana and digital weight scales.
"Investigators have continued following leads in this investigation and have made significant impact on illegal drug distribution in our community," Lippa said. "This operation is not over, and more arrests will follow."
