The closing of the Levi Strauss & Co. plant in 1999 was an economic disaster for the Northern Neck. Already one of the poorest regions in Virginia, the peninsula is struggling to attract industrial development to provide jobs for longtime residents while preserving the picturesque qualities that are drawing retirees to its quieter pace of life. This four-part series looks at the Northern Neck's economy and its prospects for a brighter future.
