A Lake of the Woods resident who is a registered sex offender has been charged in a child phonography investigation in Orange County.

Ryan M. Champlin, 36, of Locust Grove was arrested Friday and charged with five counts of possession of child pornography, second+ offense ,and two counts of knowingly fail to register with the Sex Offender and Crimes Against Children Registry, according to a news release Monday from the Orange County Sheriff’s Office.



It was on January 11 that Orange authorities received information from The National Center for Missing and Exploited Children on a possible child pornography case that was occurring in the county. The case was assigned to Internet Crimes Against Children Investigator Lt. Becky Jones.

After a thorough investigation, she was able to determine that the IP address utilized to upload child pornography traced back to an address in Lake of the Woods. She was also able to determine that the person allegedly responsible was Champlin.

The suspect is a registered Sex offender with convictions of sexual exploitation out of the State of Utah, according to the Orange County Sheriff’s Office.

Champlin moved to Lake of the Woods late last year and is currently being held in the Central Virginia Regional Jail in Orange with no bond. The investigation is ongoing.

Champlin appeared Monday in Orange County General District Court. Madison attorney Ryan Rakness was appointed to represent him. The lawyer could not immediately be reached for comment.
