Raymond Larry "Dickie" Payne, 86, of Stafford went to heaven on Saturday, March 23, 2019 and is now united with his loving wife. Mr. Payne, a faithful member of St. Mary Catholic Church, was a devoted and loving husband, father, papa, brother, and friend. He proudly served our country for four years in the United States Navy, entering service when he was only 17 years old. After leaving the service, Mr. Payne met and married his bride of 54 years and settled in the Wild Cat Corner area of Stafford County, not far from his family in White Oak. Mr. Payne was always a dedicated, hard worker and spent many years as a lineman at VEPCO, now Dominion Energy. He taught himself the finer points of being an electrician for both domestic and commercial contracting when he helped build the home he lived in for 62 years. Dickie went on to get his license as a master electrician and head his own business. He later went back to the Navy as a civilian and worked as Lead Electrician and Systems Electrical Inspector at NSWC, Dahlgren, where he retired. After retirement, Dickie focused his work habits on what he truly loved, being outdoors and being on the water. He learned the art of being a waterman from spending summers with his Uncles on Potomac Creek and the Potomac River. Dickie continued to pursue this working hobby all throughout his life and passed it on to his sons to create a thriving seafood business. He also loved to take fishing and duck hunting trips with his brothers and sons. Dickie is survived by his four sons, Michael L. Payne (Susan Lancaster) of Florida, Raymond D. Payne (Kim Breuninger) of Spotsylvania, Kevin L. Payne, Mark R. Payne (Eva Shelton) of Stafford; one daughter, Velvet A. Payne and her husband, James of Fredericksburg; four grandchildren Hunter, Elisabeth, William, and Avery; his brother, Richard Kenneth "Buddy" Payne; his sister, Judith "Judy" Carol Walton; and many nieces, nephews and friends who were like family. He was preceded in death by his wife, Peggy Clarke Minor Payne, whom he loved dearly and missed greatly; his parents, Edgar Wyatt "Ticky" Payne and Rosa Payne Sanford; his brothers Edgar Roland Payne and Ronald Gene Payne; and his sister Sylvia Patricia (Pat) Payne. The family will receive friends from 6 to 8 p.m. on Thursday, March 28 at Covenant Funeral Service, Fredericksburg. A funeral Mass will be held at 10:30 a.m. on Friday, March 29 at St. Mary Catholic Church followed by a graveside prayer service in Sunset Memorial Gardens.
